So far, it seems like the only way to see the browser notification window within Chrome under MacOS is not to maximize the Chrome window in the first place. This is what Apple calls "Presentation Mode", where screen that are maximized shouldn't be spammed with pop-ups. In order to see the notification window pop up, you'll have to resize the browser so that it isn't maximized.
